I have solved this problem on my hibook.
Enter the bios by pressing delete when you sart up your machine
move the arrows to advanced press enter
enter system components
change S5 charging driver and S5 LPM settings to enable
save and exit.
Plug your charger in to your machine and turn it on.
It charges very slowly when switched on, but does not flash or lose power. Charges as normal when turned off.

Also got this problem. Useful comments re: charger. Could've done a little more cable length. Tight, in more ways that one.

Mine is also not charging, see my YouTube video that I made with 4 different charging methods: https ...

Thanks for posting the video.
This is an amazing problem. It is mentioned in several other threads and always with the same responses. Some people say to get a new charger. Chuwi say nothing helpful.

What makes it more remarkable is
1. chuwi do not seem to care that they are shipping devices which do not work properly when you plug them in to a chuwi supplied charger
2. You can see that there is a software problem. Look in the other threads for the story about booting to android, then swapping to windows without disconnecting the power. You do not get the on/off charging behaviour. It certainly sounds like a problem in the initialisation within the charging driver (specifically "intel battery management device").

If you want to make yourself angrier, have a look in the event viewer at the number of event ID 105's.
