Windows performance horrible, Android fine

So I've noticed delayed performance lately in Windows only. A lot of general slowness, for example, after right clicking a file, it takes a good 5 seconds for the window to pop up.

I decided to do a test, I played back the same exact 1080p movie in Android and Windows, in different players. In Android, CPU usage generally is around 30-50% during playback. In Windows however, the CPUs are all pegged at 100%, and the video doesn't even playback at it's frame rate.

Is there anything I can do besides do a clean install? I didn't specifically notice these issues after the Anniversary Update was installed, however I didn't notice any of them before. I can't do a rollback of that update.

I have the same problem, Windows are unusable. I don`t use Windows and I would like to totally erase it, so as to gain a lot of space, too. It`s unucceptable though. You can`t have a performance of 15-year old PC.
