Just a curious question, since 64gb is just too low including file system and operating system.

No, you can't replace the 64 GB eMMC

Nope, I don't think so. The Hi13 has eMMC storage which is soldered in place.
What I recommend is to buy a good micro sdcard of 64 or 128gb that has good read speeds and if needed, high write speeds (See the Chuwi hi13 essentials)

The hi13pro however will have sata3 and this will be user replacable.

Well, the hi13 is newly released, so it will still take long before the hi13 pro will relaease (I think Q3/Q4 2017). Improvements will be a rumoured core m3 processor with thus a better gpu and ssd storage. Screen, motherboard, ... will probably be the same as the normal hi13 because the current motherboard already has a place to put the ssd but it the connector hasn't been soldered on to it yet.

If they are gonna use Core m3, the motherboard won't be the same as the one i Hi13, since Apollo Lake and Core m3 doessen't use same socket

Chuwi are not making the Motherboards, they are made by Hampoo
