USB Not Working With Some Legacy Devices - Specifically VCM II

Hello.
    I recently purchased a Hi8 Pro to review on my YouTube channel: http://www.YouTube.com/GadgetClass and for use at our mechanic shop as our primary vehicle diagnostic tablet.

The primary problem is that it will not detect the VCM II Diagnostic module which connects via USB. I have Proper OTG adapers and cables of 3 different types and it works with none of them. Most other USB devices like mice, keyboards, printers etc work fine. This does not. Are there updated chipset drivers for Windows 10 available? Is the USB built into a standard intel chipset package?

Pretty sure it is standard USB 2.0 and it works on every other laptop I have tried it on.

I have also played around with most of the USB settings in the BIOS (many of which caused Windows to hang and manual BIOS reset).

This tablet is ideal for use as a vehicle diagnostic device and I'm sure once I review it and feature it on my various YouTube channels as such, many will buy it. Just need to get it to work with this device.

These VCM II devices are cloned in mass and sold all over alibaba, DHGate, WIsh, AliExpress, etc. Just do a simple search on any of the Chinese marketplaces for "VCM II" and you will get hundreds of these selling for $100 - $200 all day long.

If this VCM device hasn't extra power from a source other than USB then you can't use it with this tablet. Because, the device hasn't enough power from battery to provide adequate voltage and current.
