From some "brief" research, the limitation on the Z-8300 seems to be 8 bit H.265. The GPU is not optimized for 10bit, only 8 bit HEVC.

HEVC or H.265 is simply too broad a term.  There are a number of devices that can hardware decode 8 bit H.265, but choke on 10 bit.  It's the same sort of growing pains that we always seem to see as new hardware is developed before specs are fully defined.  You can get away with such things with software design, not so much with hardware design -no opportunity for recoding there, at least precious little unless you have an FPGA or the like to play with.  Perhaps we'll get to the point where reprogrammable hardware at the gate level or an even lower level commonly exists for a low enough cost to make it adoptable, but I'm not holding my breath for most things.  Planned obsolescence is too much the standard.  Imagine how much they'd want for a processor that could be reconfigured at the hardware level or how much it'd cost to get it reprogrammed each time they redesigned the logic...  Probably not realistic anyway, as we can only see so far ahead and technology is constantly evolving.
