It is not at all normal for a tablet to take minutes to start. Something is clearly wrong, but I'm not sure the solution is a bios update. It does not happen in all the units of your model, so it seems a specific problem of your tablet.
You can flash the bios with the published one of your tablet, but you have to be careful since it is a risky process that can be done in brick. If for the conditions of the sale is still under warranty, open a ticket in the seller to try a change or refund

Thank you for your response. Unfortunately the tablet is no longer under warranty, but I wanted to firstly check that my system was the latest available, and simply check/compare BIOS version numbers....

Follow the advice in this thread about turning off the deep sleep for the button driver in windows -- that fixed almost all of the weird button issues for me.

If it still has problems (seems to sometimes still not like hibernate after a long while), then while pushing the power button for 5 seconds, press and hold the volume down button for a few seconds and release both. It should boot up in a few seconds after that.

Thanks for the suggestion, although as my problems relate to Android (I rarely boot it to Windows), I'm not sure this will work?
