How can I flash this ROM? I reset my tablet and I forgot my google account to unlock it…

You need to flash it via SP Flash Tool like any other device with MTK processor.  
The link above has only drivers and a flash tool, so you also need to download the firmware

Where are USB drivers for windows for this Mediatek processor? Chuwi hi8SE uses MT8735 chipset

You can download the Chuwi HI8SE Stock ROM Firmware by clicking on [Download](https://www.needrom.com/download/chuwi-hi8-se/) link.  
After downloading the stock rom file you can also try flashing your device firmware file using SP Flash Tool. You can go through this [article](https://spflashtooldownload.com/flash-stock-rom-using-sp-flash-tool/) for the steps to flash Stock ROM using SP Flash Tool.
