When the power is off, all USB ports remain powered.

I want to disable usb power.

I can’t find this feature in my version of the BIOS.

What is the problem with having USB power enabled ?

If you don’t have the option to disable USB, you need to enable the advanced BIOS settings.  
You can find tutorials on Google.

There is no such options in Advanced Settings.

As far as I know, the computer only has USB power when it is in standby mode.

No. My monoblok have power.  
I connected to USB a DVD drive and active speakers and they all flicker at night.

Is it only connected to the computer or does it have an external power supply ?

If you don’t have the option to disable USB, you need to enable the advanced BIOS settings.  
You can find tutorials on Google.

I think in the BIOS you have to press F5 and restart, entering the BIOS.

Computer is turned off. But all USB outputs have power.

I don’t have the devices you have.  
With the mini PC turned off, I tried connecting the phone and it didn’t show any signs of charging.

You search on Google and look for a tutorial on YouTube.  
I think it was Alt+F5.

Yes, I confirm this problem. The USB ports work (supply power) after turning off the all-in-one, it doesn’t turn off in bios!

Let’s stop thinking about the BIOS, for a simple solution:  
connect the devices to a power strip with a switch.

Key combination Alt+F5 working inside Bios. After pressing some new advansed items will appear.  
There are options about USB power, but its only disable usb ports during boot.  
Note!!! After this, it is impossible to enter into the BIOS from a USB keyboard.
