AFAIK a non-blinking power LED means the system is connected to the mains. I haven’t seen the blinking status under normal Win10 operation, but I get it as soon as I boot into Linux. Apparently the Linux kernel doesn’t recognise the entire power management subsystem, and thus thinks power must be about to be exhausted. I find it strange that the blinking starts so early and that it isn’t under BIOS control - maybe the BIOS expects the OS to indicate if power levels are OK (making the LED blink when that signal is absent)?
My Hi10Air can be a real PITA to turn on too, esp. if I left it to suspend/hibernate rather than switch it off. In those cases I always end up doing a hard reset by holding the power button as long as it takes. Sometimes I have to hold it down a really long time multiple times before the thing finally wakes up. Have you tried that?
