The pc can never boot into windows.

First, remove the storage and see if it boot into BIOS, if it does, its a storage or OS issue, if it doesn’t boot into BIOS, you must try to reset the BIOS by removing the battery.
If its an OS issue, try with Live Linux or reinstall Windows 10.
If after all these solutions it does not boot into BIOS, throw it to the garbage bin.
The BIOS or some hardware (other than the SSD) is fucked and cannot be fixed.
