It’s just a Windows image. You can use the ISO download tool from Microsoft if you wish.

But the likelihood is, your eMMC is worn out and your device is bricked. Feel free to give either the image or ISO download tool a go. I would recommend seeking professional service from a local repair shop, because they might find an internal mSATA header or similar that can be used to repair your device.
