By disabling the USB port you will not be able to use any keyboard device to access the Bios.
The only valid solution is to reprogram the bios with an external programmer.
Anyway, try this in case it works:
- Press the power button for 30 seconds
- Press the power button three times in short half-second presses
- Put the charger and press the power button until it turns on and check if the bios has been reset
