Hi10 Air boots to EFI Shell. Possibly bad hardware?

So a friend gave me his Hi10 Air that he could not get to work.

The tablet comes on and boots in to the EFI Shell. I can type exit and get to the BIOS.

I am not sure if this is a hardware issue or software. Is there a way to tell?

Is it possible reinstalling the bios, android, and windows would fix the problem?

Try to reinstall windows , tutorial.
Here is bios and tutorial if you will get an error in windows installation.
Also try to reinstall windows via bootable usb with original microsoft windows.
If after that your problem is not solved, then, probably, you can not do anything without experience in hardware repair.
